Limited Adoption—Eligibility Criteria

The limited adoption arrangement is a method for providing rostered ministers serving a social service agency that is an RSO with a complete package of benefits. Through the Limited Adoption arrangement, a social service agency may adopt the Plans and enroll only its LCMS rostered ministers – enrollment in all three Concordia Plans is required, and no lay workers will be eligible for enrollment under this arrangement.

 

Plans provisions require that before an organization may adopt the Plans, Concordia Plan Services must review the “limited adoption” eligibility of such organization. If the organization, whether incorporated or unincorporated, meets the criteria below, then such organization is eligible to join the Concordia Retirement Plan (CRP), Concordia Disability and Survivor Plan (CDSP), and the Concordia Health Plan (CHP) by adopting a resolution authorizing participation in and payment of contributions to each of the Plans.

 
  1. A “Recognized Service Organization” of The Lutheran Church—Missouri Synod (as described in and subject to the conditions set forth in the Synod’s Bylaws),
    OR
  2. Organized for the purpose of providing care and services of a social ministry nature, and the organization is of the kind for which the Board for Human Care Ministries of The Lutheran Church—Missouri Synod serves as the coordinating, counseling, and information bureau,
    AND
    The Constitution or Bylaws stipulate that a majority of the voting rights in the organization are held by member congregations of The Lutheran Church—Missouri Synod or their representatives (not simply by individuals who are members of a Lutheran Church—Missouri Synod congregation),
